Fountain out of proportion

Some times a fountain design is suggested and in order to save on costs the designer has opted for a small nozzle. Yes this does save money but it looks too out of proportion as  our pictures below show.

Both pictures are of the test pool, but which fountain looks more in proportion?

The opposite can also be true, if the nozzle is too big for the pool.
