Why do we want to know where you are in the world?

What follows is a genuine question and our reasons why we really do need to know where you are in the world.

"What is the maximum depth of a Water fall Feature unprotected to the General public"

First of all, can you tell where this person is in the world? that was all we received. Also, suppose we said the answer is 3m , what if the local by-laws of the location say other wise and the person makes a 3m waterfall and the local authority says its too tall, who's fault would that be? (Ours, because we would have said 3m is ok)
