Wind, can it really empty a fountain?

We will let this picture speak for itself.

We switched our wind controls off to show the effect wind can have on a fountain jet. If we had of left this running it would soon have emptied the fountain. It was blowing the water way past the main pool. It only starts "at the top" because the lower area is surrounded by a wall.
